I am still working on it, and the 0's in the VIN are just unknown on quite alot of the cars on the mostly complete Registry of roughly 3,600 cars that he owns. I will try to update when I get more info.
That article is a little bit off as Hassanal Bolkiah does not own a single Koenigsegg. Also the car list presented in the article was one that was published in 2004 and was not a full list of his inventory at the time. I have the full list with all cars until June 2014, which also include cars that have been ordered but not delivered. Here is a gallery of a few of the Sultan's more exciting cars  [http://www.supercars.net/gallery/129612/976/1.html].
Always fascinating to get a glimpse in some of the world's most private and mysterious car collections. I was able to tour the private (and very secure) collection of one of the Middle East's Royal Families when I was living over there. I was astounded by the vehicles I saw. The collection included some of Hitler's personal cars, car's of famous US presidents, Elvis and several other well known celebrity cars, as well as unique one off custom creations, the collection was truly one of the most special things I have ever seen. As I had gotten to know said ruler at the time, I was even allowed to sit in the cars and check them out through and through.
