    all that money and such poor infrastructure? an odd bunch those Saudis.

    Plenty of cities in drier climates don't have street drainage underground systems but they all have proper irrigation planning so that gravity does that work.

    In Lubbock, TX for instance they have very little rain therefore have a "playa" system that gets excess storm water.
