If you want an experience, Study in Zurich, CH. Not only are you central a lot of very interesting places in Europe you also have the ability to just hop on a train and your there, Basically your a stones throw away from, France, Spain, Italy, Portugal not to mention some of the worlds best tracks, Its cold in the winter but friggen awesome in the summertime. No need to go east of Switzerland
. 
In France it really depends and yes what ever your living expenses are now figure X 5 what ever it is.

Cannes is nice, but pretty crowded in the summer
Why dont you study in Monaco? It is all about yachts, cars and luxury.
Believe it or not, I am doing my master in luxury goods & services

I was in Nice and Monte Carlo for 2 weeks in the summer. I met some people that study in a University in Nice. Languages and Culture type of thing. What's great is that most people speak English there because of the tourism(Even though I speak French perfectly).
I skipped Cannes, because my friend told me it was too crowded and all from the Film Festival.

Well I won't really be anywhere in the summer unless May counts. I will have to find a program in Nice, I've heard great things about it and your post certainly added to that!

What exactly do you want to do? I can ask some ppl.
Here is the university of monaco. They offer bachelor and master programs.
European Business School: ium - undergraduate, graduate and postgraduate degrees -specialized in Finance, Luxury Goods and Services, and International Business- finance university - bachelor in europe

Are you doing a ba? Or ma?
I mean you get credits and all that stuff, I guess it depends on your university if they accept credits from another university. I never really understood that credit thing
But ask you university first what they recquire.

BA, I am an Entrepreneurship major, CIS minor. I'll run that school by my university when I go back next week. I'll post back what they say. Thank you for your help! Monaco has always been of extreme interest to me!

A friend that lives in France met Roger Moore & Adriana Karembeu on 2 different occasions this month in Monte Carlo.
Roger also said his famous "Bond, James Bond" quote for him.

There isn't much to do in Cannes IMO. Nice and Monaco are much nicer.
