BTW - this is what zoning laws are for. If he's abiding by them, then let him be. If not, then too bad, project doesn't happen. The 80,000 sq. ft. number is in reference to the total lot coverage of all things, most likely including masonry patios and pool as well. That's almost 40% of the lot.
