Any new site build is a 'development' of sorts. Land owners typically skim all top soil off sites before building/selling. It's all $$$ in the bank!

I have both sod and seed...............
They are both a huge pain in the ass.....
Make sure you have irrigation down before doing anything.
Check your soil for Ph and quality, sand, clay, etc.
If you do sod, you are most likely going to need to grade and put down topsoil
If you do seed, make sure you pick the right type for the condition you are planting in.
Healthy Pre-emergents, lime, and fertilizer help once things are off to a healthy start.-Kurt
