Just toss in an OEM windows CD and choose clean install.

I would get a Live Linux CD or a Windows Boot disk and format the hard drive first, then do the re-install, but I tend to be a bit paranoid about file recovery.

Do a 5 or 7 pass wipe. PM me for more info.
Simply reinstalling the OS leaves information vulnerable on the HDD. A multi pass wipe rewrites the entire hard drive with 0's. The reason you do it more than once is to ensure that all data is gone.

You'd have to have some seriously important data on that HD to work that hard. The OEM fresh install erases the MBR and rewrites it. You'd have to have some nasa $hit to get data off that drive. If you have data on your hd that someone would pay thousands for i'd follow the above advise.
