Maybe because it's fully enclosed & you can't put your feet down on the ground.

still fast and has two wheels. i once knew a guy that was paralyzed from the waist down, and he still made it look easy up and down the mountains. had special wheels that came out just like this thing, his feet never touched the ground. motorcycle!
