    pretty sure thats a garage door opener that is rigged up to the headlight switch so when you click it next to the garage door it opens the door up....

    It's a speedohealer. Apparently a pretty old one at that! I took the bike apart and found it plugged into the harness for the speedometer on the transmission! The dip switches are how to adjust for the speed calculation! Thanks for all the advise guys!!!
