Right - it's like any other sporting venue - the seating license get 'your' seat for all events there (MotoGP, Aussie V8 SuperCars, F1, ...etc) and then you get first option to renew those sames seats for next year, or options to 'upgrade' to better seats if available.
$1000-$5000 is a lot for only the 3 events, but they will surely fill the calendar with more once the track is developed and the TV coverage starts to flow...

Circuit of the Americas will open the waiting list for seating licenses tomorrow (23 January) and will continue this offer through 13 February. This means that when the licenses become available on the first day of March, those on the wait list will have the first opportunity to purchase. But what does a personal seating license mean? Why isn’t this simply a ticket?
At Circuit of the Americas, a seating license means that one can purchase tickets for every event held at the Austin track for the next 15 years, which includes all of the Formula 1 Grands Prix and the other racing series contracted to appear (including MotoGP and V8 Supercars). To secure your seating license, a $100 deposit is needed that is payable on the circuit’s website; the actual licenses will vary in price from $1,000 to $5,000 depending on their location (proximity to the start/finish line, amenities, etc.). These can be paid in one- or two-payment installations when they become available.
Another benefit of the license is premium ticket selection for entertainment events at Circuit of the Americas, but a full list of the perks and privileges can be found at Circuit Of The Americas.
At this point in the process individual ticketing is not on sale; Circuit of the Americas has said these will become available in the early summer, with advanced notice going to those who have signed up for their email newsletter (for no cost). The tickets along the start/finish line will account for over 9,000 of the overall capacity and will be spread over 26 rows. Each stadium-style seat will have a clear view of three giant video boards and will have access to in-seat food and beverage services. Ticketholders here will also have priority on-site parking.
Another popular seating option will be atop the 133-foot rise that culminates at turn 1. The highest point on the circuit, it will offer fantastic views of all of the action including the polesitter’s race down the frontstretch when the lights go out for the first time in November. Likewise, turns 15 and 16 offer stadium-section grandstands that are the closest points to the dense concentration of F1 merchandise vendors and food stands in the Grand Plaza.
News of the seat licenses is a large step for Circuit of the Americas and is offering fans the first chance to be a part of every future event held there for the next decade and a half. yesterday came the survey poking around the pricing between PSL (personal seat license) and Season tickets - and then the premium $ for the different areas.
today - > Rates for many hotels skyrocket on F1 weekend
local hotel pricing...

Yeah I took that survey the other day. Pricing is interesting, and the different sections, etc. The seats are going to be a hefty amount, and the hotels are what I am terrified of.
