That said, I remember being a fan in the late 90s when it was the Ferrari/McLaren show and everyone else was racing for (distant) third. It wasnt fun to watch and it was directly proportional to team budgets.

If anyone is interested, here is my personal wish for F1:

I wish every year would be a focus on a specific feature of automotive design. Make one year engines, the next aero, the next tires, the next suspension, and so on. Every part of the car would be spec EXCEPT for the feature that was up for grabs that year. It would force MAJOR design and engineering of that element and the cream would rise to the top.

Then, whoever won that year's championship would have their "feature" incorporated onto the next year's car.

For example, if Toyota won the "year of the engine," then the Toyota engine design would become part of the spec design for the next year. That next year might be "aero." Say the winner of that "aero year" was McLaren, then Mclaren would have their aero design incorporated into the spec car, so on the third year, the spec car would run the winning Toyota engine with the winning McLaren Aero.

The end result would be a car built from the winner each year, it would share the technology with the other teams (only after it had won) and thus inspire even better designs the next time that feature's year came around.

Just my .02
I like your ideas, that would make the sport very interesting IMO.
