aggressive clay bar SHOULD do the trick....not the mild stuff!
you WILL have to polish after an aggressive clay bar though, so be prepared!
Maybe bring it to a local pro detailer to have a crack at it????

clay bar, all gas/thinner did was let everything mess up my paint more...

I tried the mineral spirits on a small area and that did not work at all. Finally I just got the high speed buffer out, used an aggressive polish and went to work. It took a couple of passes but finally got it out. I spent about three hours on it last night and just now have the hood done. Looks and feels a lot better. It was bad enough it felt like sand paper to the touch.

Sounds silly, but try Eazy Off oven cleaner. Obviously, test on a small section first. I used that to get line paint off my car. Couldn't believe when it actually worked. Good luck!!
