It is possible to do your own brokerage with UPS if you want to save the 30-40$ (sometimes more) they charge you on fees. It's basically filling out a form declaring what's inside the package, and then paying taxes at the CBSA bureau.
Here in Montreal, it'll take you roughly 20 minutes (including transportation) to become your own one-time broker.Warranty void if removed.

I ordered cigars from the states, and got charged up the

It doubled the price of the shipment.
It was marked as a gift, and the Border Patrol opened it and saw it was Tobacco.
Its perfectly legal, just prepare for the bill.
I talked with Canada border, and they said that if someone from US is coming into Canada, for a vist, persay, they are allowed to bring cigars across the border for you. Or, if you are in teh states for 48 hours, you can bring up to 50 of them across, no tax.
So the best bet, is to find someone who can just run them across the border for you, and meet up for lunch. Or go visit the states yourself and dont declare at the border. Shipping them mail, or USPS, fedex, etc, etc. Is a sure way to get hit with the tax.
