F1 Cars Using 1.6L Four Cylinder Turbo Engines

World Motor Sport Council (WMSC) has announced that in 2013 F1 car will have to downgrade to 1.6L four cylinder engine from the 2.4L V8s. The new engines are suppose to use 35% less fuel, but, at the same time keep the same level of performance. Also the Rev limits on the new engines will be reduced from the current 18,000 rpm to a maximum of 12,000 rpm. In addition to all that in 2013 drivers can only use 5 engines a season instead of 8.

I don't understand why they don't produce high revving engines for regular line of cars? Reliability issues?

^ expensive parts are needed to work accurately at those RPMs, the parts also need to be lightweight etc and of course reliability.
taking in mind just one component like the pneumatic valves used would skyrocket the cost of any regular line of cars to reach those 20K+ RPMs that F1 engines were doing before.
