Figured out what the problem was. I only ordered the low beam set...

If you planned on doing this anyway, I would have gotten a Bi Xenon kit which allows the bulb to work as both low and high beam. I cant wait to retrofit my headlights, I typically only put plug in HID's in my fogs as they really dont matter to me. Hope it came out well!

Hids for fogs is the worst idea ever. Fogs are not supposed to be bright

They have the best "cheap" HID's we've found. They're really not that bad.
Order by vehicle make/model to make sure you're getting the correct ones. They ship from China, so expect to wait around a while before they show up, and if you have problems with them, then it makes it a bit more difficult to get them replaced through warranty.1991 Stealth R/T Twin Turbo... pink parts

^That's where I got them from. I got the 5K but I should've gotten the high/low beams.
